By simple words it is a event similar to the HERO skin event but all 5 HERO skins are available all at once as the event's main prize.

The HERO skin series are now called the Dawning Stars Squad (officially)

Since Lancelot's Swordmaster is winner of the Dawning Star voting event, the skin will be much cheaper than other Dawning Stars skins in term of exchange items.
